The period of execution of this plan was from July 2 to November 30, 2016, in the main purpose of intensifying the waste glass and pesticide waste container recycle channel operation, and reducing the abandon condition of agricultural activity, and handling the plan of establishing recycle bins in remote rural area where was difficult to recycle the pesticide waste container, to promote the recycle effect through the reward mechanism of resource recycle exchange and reversal recycle channel. For the resource recycle statistical result of the County, up to October, the resource recycle rate was 41.35%, waste glass container and pesticide as well as special environment medication waste container recycle quantity was respectively 5,334 metric tons and 191.5 metric tons, and the glass container and pesticide waste container recycle quantity respectively decreased 9.5% and 5.9%; this plan surveyed and found that, for the reason of international crude oil crash and the classification incertitude of cleaning squad of each village and town in this year, it caused the difficulty in selling the recycled materials, and caused the other category increasing sharply of 514.5% comparing with last year, which was speculated to be the main reason of various recycle materials decreasing in this year, while the total recycle quantity increased 112% comparing with 2015. In the aspect of handling the advocacy activity, this plan has held totally 122 advocacy exchange activities (2 advocacy activities coordinating Yunlin large-scale activity, 20 busy farming season tour advocacy activities, 20 creative environment protection DIY activities and 80 advocacy activities assisting each village and town to handle waste pesticide container recycle) in villages and towns, totally 3,022 person-times participating in the advocacy or exchange activities, and total recycle weight of 7,579kg. In the process of handling the tour guidance and routing inspection, it found that, the public and dealer had gradually cultivated the classification recycle habit, and suggested that the demonstration station in the village could transform to the resource recycling station, and it could coordinate with the non-governmental organizations as pesticide production-sales group in the future, to expand the recycle bin covered farming agricultural acreage, and practice the advocacy of 3-flush and 3-wash, to improve the recycle benefit. In the aspect of handling rural resource recycle activity, this plan completed 20 match-making of village recycle bin management units, individual dealer and recycle channels (cleaning squad and recycle dealer); except for 4 match-making of recycle bin and dealer, the rest 16 recycle bins delivery object was still the cleaning squad, to establish the sustainable promoted field resource recycle system. Via the competition and result presentation, it expanded the advocacy, and during the plan period, the recycled 19,044.5kg of resource recycle materials equal to increase 2.88% of recycle quantity of community recycle system, effectively intensify the waste glass container and pesticide waste container recycle promotion of this county. This plan established 20 pesticide waste container reversal recycle channels through the pesticide selling shops, and improved the pesticide waste container recycle effect through recycle bonus mechanism aiming at Dongshi, Shuilin, Kouhu and Baozhong. It totally recycled 5,954.6kg of pesticide bottles during the plan period; deducting the bonus mechanism brought recycle quantity, it estimated to increase the pesticide container recycle quantity of 1,000kg per month. It suggested the county shall continue the guidance and subsidize the pesticide dealer and responsible person to jointly participate the recycle and properly adjust the subsidy rate, and realize the maximum recycle cost effectiveness; in the interim, it could review the recycle bonus and guarantee deposit mechanism, to invite Yunlin pesticide dealer related labor union and Yunlin government agriculture bureau, join in 14 main dealers topic for discussion, and hold the public hearing and presentation; on the long-term basis, it could conditionally formulate the local autonomous regulation, require the pesticide seller recycling the pesticide container, and abide by the user charge spirit, with the expectation of Yunlin County becoming the first county to practice the pesticide waste container recycle autonomous regulation.
